John Campbell Gordon was the grandson of Conservative prime minister George Hamilton-Gordon. Having succeeded to the earldom on his eldest brother's death in 1870, he took up his seat in the House of Lords, where he was a close friend and supporter of the Whig prime minister, William Gladstone.
