Elliot joined the Navy at the age of ten. He rose swiftly through the ranks, and by 1802 he was a commander. In 1803, he served in the Victory with Nelson, who regarded him as one of the best officers in the Navy. During the war against France Elliot saw active service in the Mediterranean and the East Indies. He was appointed the first Political Secretary of the Admiralty in the 1830s, and a Lord Commissioner from 1835. Elliot subsequently served as commander-in-chief at the Cape, and commander-in-chief and joint plenipotentiary in China.
