Industrial chemist. Fleck, a laboratory boy at Glasgow University joined the teaching staff in 1911. In 1913 he joined the Glasgow Radium Committee, and in 1917 became chief chemist to Kellner Alkali Co., and works manager in 1919. He planned the works for Imperial Chemical Industries at Billingham in 1926, becoming its Chairman in 1937. In 1944 he was appointed to the board of ICI and became Chairman (1953-60). He was also Chairman of Scottish Agricultural Industries (1947-51), the Coal Board Organization Committee, the Scientific Advisory Council, (1958-65) and the Nuclear Safety Advisory Committee (1960-5). He was President of the Royal Institution (1963).
