John Rickman (1771-1840), Statistician

Statistician. He proposed the first census of the population and was responsible for the ten-yearly reports published between 1801 and 1831. An official of the House of Commons from 1814 to 18, he was a strong opponent of the theories of Malthus, and a friend of Southey, Charles Lamb and Telford.
