Pieter Christoffel Wonder was a Dutch painter, active in England. He was largely self-taught, although between 1802 and 1804 he attended classes at the academy in Düsseldorf. In 1807 he established the Kunstliefde (Love of Art) Society in Utrecht together with other artists including Jan Kobell II.

Pieter Christoffel Wonder was born in 1777, not 1780. See catalogue Centraal Museum Utrecht 2015-2016.
And why Germany? Indeed he studied in Düsseldorf 1804-1805, but that's it.
The pictures were made in London, both your 4 sketches and the large picture in an English private collection, called Patrons and lovers of art.
