Sir John Jeffrey was the permanent under-secretary of state for Scotland from 1933 to 1937. He had just retired from that position when, in April 1937, he and his wife visited with his niece and nephew in Santa Barbara, California and then continued their trip to Alaska to visit his son, Stewart). He held several civil positions relating to public health during his career.
