Born in London, Quinn graduated from Cambridge University in 1985. He came to prominence in 1991 with his self-portrait Self; Quinn's head cast with eight pints of his own frozen blood. In 1999 he began a series of subjects with missing limbs, which in 2005 came to the attention of the wider public when his marble sculpture, Alison Lapper Pregnant was placed on Trafalgar Square's fourth plinth. His DNA portrait of Sir John Sulston was commissioned for the National Portrait Gallery in 2001.
