Anglican social reformer and divine; rector of St Jude's, Whitechapel and instrumental in building Whitechapel Art Gallery; first warden of Toynbee Hall, which he helped to found 1884-96; founded Education Reform League, 1884; also concerned with the housing problem. Along with his wife Dame Henrietta Barnett established the Children's County Holiday Fund.
