Sir Stafford Henry Northcote, 1st Earl of Iddesleigh

(1818-1887), Politician; Chancellor of the Exchequer and Secretary of State for India

Initially Private Secretary to William Gladstone at the Board of Trade, he entered Parliament in 1855. He served as President of the Board of Trade, Secretary of State for India, and Chancellor of the Exchequer. He was jointly responsible for one of the best-known social reforms of the century, was a financier of note, and loyally served two great Tory leaders, William Gladstone and Benjamin Disraeli. His name is now most associated with the Northcote-Trevelyan Report of 1835, which advised on various aspects of civil service reform. It recommended the widespread use of an examination system and recruitment on merit in place of patronage and 'old corruption'.
