The eldest son of Thomas Townshend, John Thomas served as under-secretary of state for the home department under his father from 1783 to 1789. Between 1789 and 1793 Townshend was Lord of the Admiralty, and then Lord of the Treasury until 1800, when he succeeded his father as second Viscount Sydney, and became Lord of the Bedchamber to George III.
