De Ross was the son of William FitzGerald de Ros and Lady Georgiana Lennox. He was Equerry to Prince Albert from 1853 to 1861, and subsequently to Queen Victoria, from 1861 to 1874. He was also a Lord in Waiting several times between 1874 and 1892.
