Henry Collen trained as a miniaturist under Sir George Hayter, winning a silver medal from the Royal Academy in 1821. By 1835 he was miniature painter to Princess Victoria, The Duchess of Kent . He turned to photography during 1841, and in August of that year he obtained a licence from Fox Talbot to operate the calotype process. Under this licence Collen worked closely with Talbot, but by 1844 the business relationship had become severely strained, and soon afterwards Collen withdrew from photography.

Death date from wikipedia https://en.wikipedia.org/wiki/Henry_Collen also given via Library of Congress and elsewhere. The wikipedia birth date has no citation and I could not confirm it. 1798 is given in census data. He entered the Royal Academy Schools in 1820, aged 22.
