Possibly the same as the Peggy Primrose, actress, who was the longstanding mistress of MP and journalist Horatio Bottomley, later imprisoned for fraud: "Peggy Primrose (b. c.1890), a chorus girl with pretensions to being a musical comedy actress, was immediately established as the only permanent member of Bottomley's harem."
After Bottomley's bankruptcy and release from prison Primrose lived with him until his death. "Of his former friends and acolytes all deserted him except Peggy Primrose, who shared her home with him." (Ibid.)
She may be the Peggy Primrose who died in London in 1956, aged 67.
