Married to a baronet's daughter a qualified barrister and Q.C., of Nether Winchendon, Bucks., Napier was educated at TCD, called to the bar at Lincoln's Inn before becoming a bencher and Treasurer of his Inn. A vice-chairman of the Council of legal education and chair of the Bar he was a JP and in his wife's right Patron of his home village. He lived at 24 Bolton Gardens when in London, and being of a liberal inclination a member of the Reform and Union clubs.
