I wonder if this is the person in the portrait. He was born in 1930 and his first name is spelt slightly differently. However, he was a fellow of Magdalene College, Cambridge. As of July 2020 he was still alive and living in Basingstoke where he was a councillor and mayor. You may be able to contact him via the local council or newspaper to verify whether the portrait is of him while he is still alive.
