Bp. John Thomas Hiestand, a very distant relative of mine, was the Third Bishop of Harrisburg, 1943 - 1966. The diocese name was changed to Diocese of Central Pennsylvania in 1971. The Harrisburg in question here is Harrisburg, Pennsylvania, which is the state capitol. The citation as "Bishop of Harrisburg, Australia," is in error.
Bp. Hiestand descended from the Hiestand family of Swiss-German Anabaptists (Mennonites) who arrived in (now) Lancaster County PA in 1717, along with other families such as Bär, Brubaker, Burkholder, Herr, Hershey, Kendig, Landis, Lehman, and many others.
