The linguist and CMS missionary Sigismund Wilhelm Koelle (1823–1902) married the daughter of a certain Archdeacon Philpott (sic), according to Stock, Eugene (1899). History of the Church Missionary Society, Vol 3. London, p. 123. On the internet I came across a certain genealogy noting the birth of a Constantine Philpot Koelle, son of Sigismund Koelle, in Istanbul in 1863. He married in 1901 and was α Church of England clergyman. This portrait looks to be of a man of about 58, so I would guess that Constantine Philpot Koelle was his father, and Sigismund Koelle his grandfather. Harry Philpot Koelle's dates were 1901 to 1980, according to his gravestone in Thornford, Dorset.
