Mitchell was a trade unionist with a background in engineering, and attended the 1897 TUC as the Amalgamated Society of Engineer's Scottish delegate. In 1898 he became a member of the Parliamentary Committee of the TUC. He became the first General Secretary of the General Federation of Trade Unions when it was founded in 1899, a post he held until 1907 when he took up a a position with the Board of Trade.
