Harris started his career at his father's coal and shipping firm Harris and Dixon, before entering Parliament in 1900. With an interest in shipping and trade, he sat on the Tariff reform commission, and during World War I, joined the trade division of the Admiralty. Harris's career was badly damaged by scandals in 1918 regarding both himself and his wife, and he did not stand for re-election later that year. Harris was also a collector of art and antiques, and in 1906 inherited the former home of the writer Fanny Burney, which still housed many of her possessions and manuscripts. When many of them were lost in a fire in 1919, Harris formed another collection, which he bequeathed to several museums.
