Henry Howard was a portrait and history painter. He started studying with the painter Philip Reinagle in 1786. In 1788 he began attending the Royal Academy Schools and was awarded a silver medal for drawing from life and a gold medal for historical painting. Howard was elected an associate member of the Royal Academy and exhibited there until his death. He was elected a full member in 1808. In 1811 he became secretary of the Academy and in 1833 he was appointed professor of painting at the schools.
