This is an image of the 2nd Marquess of Londonderry, usually known as Lord Castlereagh. He inherited the title in 1821 - the date of this print. On his death in 1822 his half-brother, the 3rd Marquess, inherited the title. The attribution is correctly made for the uncoloured print listed under Lord Castlereagh on this website - please see the reference in the Citation below.
