This carefully staged photograph of Morrison working diligently as a government official was made while he was in office as Minister of Transport. Poised to push through his highly anticipated Transport Bill, he radically proposed to create a public corporation in the form of a London Transport Board. Disaster struck when he was forced out of power by the failure of Ramsay MacDonald's government in 1931 and the emergency institution of a National Government, in which Morrison declined to participate. Instead, he returned to the London County Council, gaining wide acclaim as its first Labour Leader from 1934-40.
