As a Lt Colonel, Alfred James Foster was the Commanding officer of the 4th (territorial) Battalion Northumberland Fusiliers from 1913 to 1915. He led the Battalion in action in Belgium in 1915 until ilness prevent active service. He subsequently continued his war work for the Ministry of Munitions.
wasa made a Commander of the Order of St Michael and St George (the smaller of the neck decorations) in 1918 and a CBE in 1919 in appreciation of his war service. The other medals he wears are the standard WW1 trio, the Edward VII coronation medal and the French Legion D'Honneur. He is sitting in his full dress uniform in the pictures you have.
