I believe this is almost certainly a later print made of a portrait made during the life of William Yates Esq c1739-1813, chapman, cotton spinner and printer, who was a partner in the Lancashire firm of Haworth, Peel & Yates. His daughter Ellen Yates married Robert Peel, 1st Baronet. This William Yates's will says his "portrait taken by Mr Allen" is to go to his wife Ursula.
Therefore the note that he was active in 1822 is incorrect.
