The man in the picture is Lord Robert Baden-Powell of Gilwell, the 1st baron of Gilwell.
He is the founder of the Scout Movement and a British army officer. He is one of the heroes of the Boer War (1899-1902): as the garrison officer, by his ingenuity and energy, he defended the city of Mafeking by resisting the attackers until the arrival of the reinforcements, ie 217 days.
He created the Scout Movement in 1907: on Brownsea Island, he took 20 young boys (of different social classes) to experience the first scout camp.
He was ennobled by King George V in 1927 where he took the name of Lord Baden-Powell of Gilwell
