He was elected a Member of Parliament in the year this portrait was produced, 1826 - for the borough of Hindon in Wiltshire. It was a rotten borough. He was re-elected for the borough again in 1830 but stood down in the following election in 1831.
The 4th Lord Holland said of him in 1855:- "Fortescue was in my youth an habitué of this house [Holland House} very handsome, and then an exquisite and dandy of that time...."
