    Wiseman was told in the spring of 1850 that he was to be made a cardinal and was summoned to Rome by Pope Pius IX in August, to learn that the Pope intended to restore the Catholic hierarchy, thereby setting up a formal Church establishment in England, with bishoprics and archbishoprics. Wiseman was to be Archbishop of Westminster, as well as Cardinal. It was the use of Westminster in his title which Protestant England found particularly provocative, although in the other bishoprics care was taken to avoid clashes with Anglican titles, and indeed there was no Anglican Archbishop with Wiseman's title.
