This portrait is almost certainly of the judge's father of the same name (1744-1825), who was town clerk of Oxford (hence the allusion to the Town Hall) and clerk of the peace; ODNB gives the father a knighthood as well, but this seems unlikely. The portraits are compatible, with very bushy eyebrows, but the judge was only 24 in 1807 and this seems to be an older man.
