I have a small book entitled "Procédure des Trois Anglais, et autres, Accusés d'avoir favorisé l'évasion de M. de Lavalette, leur caractère, leurs discours et leurs opinions". The three "anglais" are named as Robert-Thomas Wilson, John-Ely Hutchinson and Michel Bruce. All three were brought before a court in Paris on 22nd to 24th April 1816, found guilty and sentenced to three months imprisonment. Le général Wilson était en grand uniforme d'officier-général anglais, et décoré de tous ses ordres; le capitaine Hutchinson en officier des gardes anglaises, et M. Bruce en frac français. This description would seem to fit the dress of the three men in your portrait. Furthermore my book shows a small drawing which, although not identical, shows a similar portrait of the three men together - presumably in the dock at their trial. My book (of 105 pages) gives a detailed account of their trial. You are welcome to borrow the book if it would help your researches.
My guess is that the portrait was of the three men in the dock at their trial and might have been drawn for a newspaper report of their trial. Hence it can be dated more accurately to 1816.
