Educated at Oriel and Jesus Colleges, Oxford, Lloyd was ordained in 1646. In 1667 he published a work questioning the Catholic contribution to the royal cause during the civil wars. A rapid series of ecclesiastical promotions followed. In 1688 he was one of the seven bishops who signed a petition to King James II asking him to reconsider his policy of religious tolerance to Catholics. He supported William and Mary of Orange when they acceded to the English throne in 1689, attending their coronation and commending them to other clergy. He represented one of the polarised wings in what was a politically divided Church of England.
