A Whig MP from 1788 to 1802, Russell was an advocate for parliamentary reform. He succeeded to the dukedom on the death of his elder brother, Francis Russell, 5th Duke of Bedford. Disillusioned by the war with France and the collapse of radical hopes, he resigned from politics in 1807. Thereafter, Russell devoted himself to the improvement of his properties, forming a notable art collection at Woburn Abbey and developing an interest in horticulture and botany. He was a leading agricultural improver; he rebuilt Covent Garden market (1830) and became a vice-president of the newly founded (Royal) Agricultural Society (1838). He died in Perthshire in 1839.
