George Howard, 7th Earl of Carlisle, was a Liberal politician and reformer over a wide range of issues in Britain and Ireland. He entered Parliament in 1826 as MP for his family seat of Morpeth. In 1835 he was appointed to the Privy Council and appointed Chief Secretary for Ireland, commencing a lengthy and intimate acquaintance with the affairs of that country. On the death of his father in 1848 he became the 7th Earl of Carlisle, and took his seat in the Lords. In February 1855 he was appointed Lord Lieutenant (Viceroy) of Ireland. With one short gap, he continued in this office for the remainder of his life. He published widely: poetry, a play, speeches, pamphlets, lectures, and his own travel diaries.
