Politician; Liberal MP for Devonport (1923-45). While Minister of Transport (1934-7) Hore-Belisha introduced 'Belisha beacons' and other road safety measures as well as transferring trunk roads to state care. As Secretary of State for War (1937-40) he carried out urgent reforms in the armed services and in Churchill's Caretaker Government of 1945 served as Minister of National Insurance (1945).
