Born in St John's, Newfoundland and studied at St Bonaventure's College; he studied law and started up a law firm soon after he was called to the bar in 1885; in 1889 he joined the Liberal Party and was appointed to the cabinet; he broke away from the Party in 1907, launched his own 'People's Party' the following year and formed a government in 1909; he represented the colony in the imperial war cabinet and attended the imperial war conference in 1917; he headed a new coalition government in 1917 but retired from politics soon after; Morris was elevated to the British peerage in 1918 as the first Baron Morris, for his services to the war effort.
