Phipps entered the Army in 1775. He rose rapidly and eventually reached the rank of general. He saw action in the American War of Independence and was stationed in the Caribbean. Elected as an MP in 1784, Phipps was a supporter of William Pitt's government; the two men became long-lasting friends and Pitt often turned to Phipps for guidance on military matters. He held a number of government offices including Foreign Secretary, First Lord of the Admiralty and Master-General of the Ordnance. He was sent on two diplomatic missions, the first to Turin and the second to Austria. During the first of these missions, he ended up briefly commanding British land forces who had invaded the French port of Toulon.
