Philanthropist and founder of the National Society for the Prevention of Cruelty to Children. Waugh began his work on behalf of neglected and ill-treated children while serving as a congregational minister in Greenwich. He helped to establish the London Society for the Prevention of Cruelty to Children in 1884, and worked to make its efforts nationwide over the following years. It was incorporated by royal charter as the NSPCC in 1895. Waugh combined organisational ability and energy with persuasive powers of advocacy. It was largely owing to him that successive Acts of Parliament for the better protection of children were passed between 1889 and 1908.
