Abraham Blooteling (Bloteling)
(1640-1690), Engraver, draughtsman and print publisherArtist associated with 69 portraits
Abraham Blooteling, a pupil of Van Dalen, was a portrait engraver. However, his major contribution was in the development of the new technique of mezzotint, specifically, the invention of the rocker, the tool used in the technique. He introduced the mezzotint into England, where the technique was adopted with such success that it later became known as the 'English Manner'.

Perhaps I can suggest 2 more portraits that Bloteling might have painted.
http://resources.huygens.knaw.nl/retroboeken/witsen/english_illustrations.html
The first has been suggested by other historians--that Boteling painted Nicolaas Witsen.
Scholarship reports that Witsen commissioned Bloteling to paint or make an engraving of Regent Sophia Alekseevna from another image he was shown.
