Millar studied at the Courtauld Institute of Art, later becoming Director of the Royal Collection, 1987-88, Surveyor of the Queen's Pictures,1972-88 and Surveyor Emeritus from 1988. Author of books relating to the Royal Collection and the arts in Stuart England. During his time as a Trustee for the National Portrait Gallery (1972-95) he wrote catalogues for the exhibitions on Sir Peter Lely (1978) and van Dyck in England (1982).
