Politician and traveller. The eldest son of Henry George Percy, 7th Duke of Northumberland, Percy excelled as a student at Eton and Christ Church, Oxford. In 1895 he became Conservative MP for South Kensington and first visited Turkey and other areas of the Near East that were to be the subject of his main personal and political interests. Two books on Turkey of 1898 and 1901 established him as a key sympathiser of Turkey and he advocated Turkish interests as a junior member of Balfour's 1902-5 administration. He argued the Muslim case in debates concerning Indian reform. His early death from influenza was seen as depriving the Conservative Party of one its most promising younger members.
