Cowper was called to the Bar in 1775 and acted as reporter of cases decided by the King's Bench. He earned a high reputation and helped to establish the principles of modern law reporting. He published Reports of cases in the Court of King's Bench from Hilary term 14 George III to Trinity term 18 George III in 1783. In 1785, Cowper was appointed clerk assistant of the House of Lords and deputy clerk of the Parliaments, and played an important role in the trial of Warren Hastings before the House of Lords in 1788. He retired in 1826, after forty-one years' service.
