Born James Steuart, he took the additional surname Denham when he succeeded to his father's title in 1780. He joined the army in 1761 and served in the Westphalian campaign of 1762. Posted to Ireland in 1769, he was appointed aide-de-camp to the Lord lieutenant, Lord Townshend. He was elected MP for Lanark county in 1784, a seat which he held for eighteen years. In 1788, he was responsible for improving training of the cavalry in Ireland. However, neither this nor the support that he gave to the Pitt administration won him the colonelcy of a foot regiment, something which he much desired. Instead he was made colonel of the 12th Dragoons in 1791. He was promoted to the rank of general in 1803.
