Edwin Noel Plowden, Baron Plowden

Plowden began his career working for C. Tennant, Sons & Co, a commodity brokers dealing with metals and chemicals, where he rose to become a director. After the Second World War, he was made Chief Planning Officer, based in the Cabinet Office, for the newly created Central Economic Planning Staff (CEPS) and the Economic Planning Board (EPB). He held this post for six years. Plowden and other top Treasury officials were tasked with working out the best way forward both for Britain and for the post-war world. He became one of the 'three wise men' charged by the NATO alliance with reconciling an effective plan for its defence of Western Europe with the political and economic capacities of its member countries.
