William Vaughan was a prominent London merchant who developed a lucrative business trading with the West Indies and owning several plantations in Jamaica. He endeavoured to form a society for the promotion of English canals in 1791. Vaughan also published tracts urging construction of the London Docks 1793-7, so enhancing London's development as a major trading centre and the second largest British slave trading port after Liverpool.
