Born in Manchester, Harold Lever studied law at Manchester University before being called to the Bar in 1935. During World War II he served in the Royal Air Force. Lever was elected as an MP at the 1945 general election. He promoted the Private Member's Bill that became the Defamation Act of 1952. Lever served in a number of senior roles including Joint Parliamentary Under-Secretary, Department of Economic Affairs, Financial Secretary to the Treasury, Paymaster General. He was a member of the Shadow Cabinet from 1970 until his retirement in 1974, and was Chairman of the Public Accounts Committee from 1970 to 1973.
