Barwell was a younger generation Norwich School artist, primarily a genre painter who was a close friend of John Everett Millais, Lawrence Alma-Tadema and Frederic Leighton. He exhibited at the Royal Academy between 1855 and 1887 and served as senior inspector at the Department of Science and Art at the South Kensington Museum. Between 1862 and 1871, Barwell was commissioned to execute a series of portrait heads of the Lords President of the Council and the Presidents of the Board of Trade, to be used as a decorative frieze at the South Kensington Museum (now the V&A, V&A collection).
