He painted a portrait of my mother dated 1921 when she was 12 years old and living in Harrow.

Hi Paul, I too have noticed this. My notes, from when I was researching him some years ago, favour the 1947 death (though I have 1868 as his birth year). I got this from his obituary in the The Harrow Observer. He lived in Harrow and Wealdstone.

Where you give lifespan 1860-1947 several sources give 1877-1952:
FineArt.HA.com (Heritage Auctions) ; AskArt.com ; ArtUK.org ; WMGallery.org.uk (William Morris Gallery)

According to the first, you and WMGallery hold the Cosmo Rowe portraits of Keir Hardie and William Morris.
WMGallery displays online the image of a letter from Walter Crane to CR partly about the Morris portrait.
Cosmo Rowe and William John Monkhouse Rowe are not found at VIAF.org today.
