Sir Skinner Turner was from 1921 until 1927 the Chief Judge of the British Supreme Court for China. Prior to that he had been the assistant judge in Shanghai and the Judge of the British Court for Siam. In China he also served as the British representative on the Extraterritoriality Commission.
