I believe that the photographer is likely to be Alfred Herbert Palmer (1853-1932).

He was the son of the artist Samuel Palmer, had been a RA & South Kensington schools student and was a keen photographer. His portrait photographs include P. G. Hammerton and the animal painter Joseph Wolf.

It may well be that your George Richmond portrait dates from late May 1881, when Richmond stayed with the family for a few days at Furze Hill House, Reigate. Richmond was staying with Palmer at the time of his death on 24th May, 1881, but was unable to attend the funeral, which was led by his son Tom Richmond, and Palmer’s friend the Rev. Henry Gosse. The Palmer’s home was at the top of the lane, leading down to the church.
I am aware of an outdoor portrait, having seen one at some point, and I believe that somewhere (?) I have read of Richmonds’s visit and a photograph being taken.
