Sir Charles Watson wrote the following interesting note regarding the salary of Lt.Col. E.J.D Colvin as Prime Minister of Kashmir
"I am definitely of the opinion that if Col.Colvin is to be of full value both to the Govt of India and the Durbar he must not draw less than Rs.4000/pm. Otherwise it will be said in the bazars that he is a cheap figurehead imported by the Maharajah on the advice of the Kashmiri Pandits. This last is true; he must not start with any other handicap."
This note is interesting as after accession to India some Kashmiri Pandit Organisations have accused Col.Colvin of utilising the Kashmiri leader Sheikh Abdullah for promoting anti hindu interests although the above remark shows that Colvin was appointed on the advice of Kashmiri Pandits themselves

This is a portrait of my father CCW. KCIE CSI. He was born in 1874.Biggar, Lanark. Educated George Watsons and Edinburgh Univ. Appointed to Political Dept of the Indian Civil Service 1898(?). Appointed Political Secretary to the Viceroy (Viscount Halifax) 1929. This position was the head of the Political Dept. the responsibility of that Dept being the administration of the Indian States i.e. the area now called Rajastan and in those days ruled by Maharajas under the British suzerainty. It was regarded as the prize dept of the ICS (by its occupants) and colloquially called "The Heaven Born". Retired 1933. Died February 1934 (of cancer)
