William Simpson Mitchell was born on 6 April 1816 in Edinburgh, Midlothian, Scotland to William Mitchell and Christian (Shairp) Mitchell. In 1840, his father inherited the title of the Innes family. and he and all his descendants became Michelle-Innes by royal license.

William Simpson Mitchell-Innes married Delia Sedley on 20 March 1861.

William passed away on 17 April 1895 at "Ashton Lodge", Tavistock-road, Croydon, Surrey, England and was buried at Ayton Churchyard in Ayton, Scottish Borders, Scotland.
